(Previously Known As "Malaysian Association of Foreign Maid Agencies")

(Dahulu dikenali sebagai "Persatuan Agensi Pembantu Rumah Asing Malaysia")

This Association, originally known as the Persatuan Agensi Pekerja Asing Malaysia (Malaysian Association of Foreign Worker Agencies) was registered in 1994 with the aim of:-

  • Bringing together all employment agencies licensed by the Department of Manpower, Ministry of Human Resources and registered with the Malaysian Immigration Department to recruit and bring in foreign workers including house maids;
  • To cooperate with the Government to ensure that supply of foreign labour is controlled and according to the laws of Malaysia
  • To create a platform for members to voice their grievences vis-a-vis their business activities and to work for the common benefit of all members
  • To discipline members who step out of line whether in their behaviour as member or run their business in a manner which will bring disrepute to the Association in particular and the foreign maid industry in general.

Membership to this Association is open to all employment agencies licensed by the Department of Manpower, Ministry of Human Resourses, Malaysia and also registered with the Malaysian Immigration Department.

However, on the advice of the Malaysian Immigration Department, the name of the Association was changed to “Malayisan Association of Foreign Maid Agencies” w.e.f. 2.2.2000 as employment agencies were permitted to handle only foreign maids on behalf of employers.

In 2017, the Department of Labour (which had taken over the function of issuing private employment agency licences) made amendments to the Private Employment Agencies Act 1981, naming it as Amendment 2017.

This amendment introduced the issuance of 3 categories of licences as follows:-

Category A - For placement of local workers in Malaysia

Category B - For placement of local workers in Malaysia and overseas and also foreign domestic helpers in Malaysia

Category C - For placement of local workers locally and overseas and placement of foreign workers in Malaysia including domestic workers

To be in line with the changes to the above Act, P.A.P.A has amended its constitution and approval was given on 22 November 2018. The amendments, amongst others are:-

(i) Change the name of the association to “Persatuan Agensi Pekerjaan Malaysia” (Association of Employment Agencies, Malaysia) to reflect the role of the association in catering for the various categories of licences.

(ii) Re-admitting members whose membership had lapsed for more than 3 years as new members without asking for arrears of subscription for reactivating their memberships.

SERVICES PROVIDED

(i) To receive complaints from employers/public against member agencies.

(ii) To advise and assist complainants to settle their problems with members agencies.
